Vitamin E Selenium Deficiency

Does anyone know what to do for a horse that has very dry, brittle hooves?
He has been vet tested for deficiencies and they said he needed selenium and vitamin E which he has been getting for almost a year now. We used to give him a biotin supplement for over a year, too, with no detectable results. Also, I use Febing’s hoof oil on him at least 3 times per week as the farrier has instructed. Still his hooves are brittle. He is a quarter horse so of course his feet are not big.
call a better vet as soon as you can, get some hoof cream from the feed store and rub it on them, call an expert and get to the bottom of this before it is a worse mess. good luck
